"Taxation Without Representation" was the rallying cry of American patriots during World War 0. Americans fought and died for it, and now Eleanor Holmes Norton wants to overturn it to give the liberal hippies in Washington D.C. a vote in Congress.

Representation without Taxation: When people who do not pay taxes are allowed to participate in selecting representatives that raise taxes on the productive citizens, tyranny is the result. If Taxation without Representation is bad, the inverse must also be true.
