San Diego-based Sempra Energy's $1-billion Energia Costa Azul natural gas terminal, 14 miles north of Ensenada, Mexico.

It will receive liquified natural gas from tankers and convert it back to a gas for pipeline transport to users in the southwestern U.S. and Baja California.
